I have the same/higher Espionage level as my enemy’s and more spies than him, why weren’t I able to infiltrate?
A 100% chance for successful espionage is reachable only when the Espionage of the attacker is more than 5 levels higher than the defender's Counter-espionage. In all other cases, there is always a chance, even the slightest, for a fail. Use the Espionage simulator in order to determine your estimated chances.
